Passanger rear seat will not flip forward, please advise..

The rear passenger seat will flip all the way forward, unfortunately on the Passenger side, only the back will fall forward.. it will not flip up and move to the forward position...

about the install a water pump, can not believe the seat is stuck..

Please advise

Found the sollution

There is a bar that connects to both inner and outer latches which is located under the bottom rear of the seat, after removing the leather, I was able to take the bar and connect it to the inside latch and open to full position...

Now that the seat in Full flip position, I will have to remove the outer latch bracket so the bar car be pressed back in between the two latches..

Was able to gain access to the Fuel pump, only to find the replacing although from a 99 did not fit...

My Rover is titled a 99 but is a 98 model....what the hell...

Leave it to Rover..
