Anyone have suggestions on a good reference for doing a repair such as this? Preferably LR4 specific

I would drag my rig to another shop if they would not let me speak directly to the technician.

Service writers generally exist to coddle soccer moms (or Dads, I guess, in this era).

For starters, I would be asking for a list of part numbers they were proposing to replace. If this is the same place that wanted 4,500 for a brake job, just get out of there posthaste.

Make sure you understand exactly what is leaking.

On my 2012 I had the upper sealing ring on the tank fail. A steady stream of gas was running down the front of the tank, which I guess might appear to be from the "engine area".

I bought the parts at the dealer (locking ring and gasket) for 80ish dollars, and my local wrench that I sometimes used charged me 150.00 or so to replace.

Make sure you know what is going on before you commit to anything.

Appreciate everyone's input! Definitely leaking from up front, no where near tank, bad with key on, slowed and stopped with key off. By time I figured out what was going on (sitting in dark in middle of blind curve on small back road) which took less than 5 minutes there was a quarter tank of fuel on the ground by the gauge.
Waiting for service manager to get me more info, if not satisfied I will have it towed back home. My dealer is 1 hour away, $250 to tow it there. Next closest dealer is 2 1/2 hours. Only one other shop within an hour that will work on Rovers, have used them once before, cheaper but took forever, never put everything back together properly, had to take it back twice for issues in the first week and when it went back to dealer for another minor problem there were multiple things installed incorrectly.
Looks like I may be doing this myself ... may be asking for more advice ....stay tuned ;)

I just did a cursory glance through the service manual.

Depending on what is leaking, doesn't seem terrible. Lots of bits to remove, depending on where leak is. I would guess the coils and associated wiring harness would need to come off if you need to pull the fuel rails and/or injectors.

The pumps themselves are located on the lower passenger side of the block. Probably need to pull air box, etc, or could possibly get at them from underneath with the skid plates off.

Most of the parts seem to be available separately (pumps, rails, etc) from a quick look around.

If it were mine, I knew where it was leaking from and I had another vehicle to drive in the meantime, I would be looking at doing this myself. The service manual seems reasonably well documented in this area.

Do you have a copy of the service manual? It is out there in the cyber world if you do not. Think South Africa....

A dealer charged you $4k for pads + rotors? Did they use a gun and mask when they took your money?

I'd never go back there for ANYTHING outside of warranty. If you have any mechanical ability, diagnose the fuel leak yourself, and then decided if you can attempt a DIY repair.
