According to ARB, no.
According to a motivated end user, yes. With some slight modifications, got her looking good.

Looks awesome!! I too recently had an ARB front bumper installed on my 2012 LR4, however the shop could not install either the OEM foglights nor the ARB fogs. For now, I've got the blanks (which look pretty neat actually) filling the void. What are the specs on your foglights?

I purchased and installed these, but I did it before the bumper was mounted to the truck. You will likely have to drop the bottom skid plates to access and install these. Good luck!
