Steering rod, possible missing boot or cover?

Hello.
I recently purchased a 2015 Range Rover Evoque. I noticed that steering rod/column coming up through the floor is exposed. In fact, my slightly oversized floor mat rubs against it which I can feel as I turn the wheel. Is that normal for it to be exposed or should there be a covering/boot that has been removed and missing?

Welcome to the forum. That doesn't sound correct, but I haven't spent much time in the newer RR's.
