Tire ship I went to has tried to balance with cones and fingers.
So replaced the inner tie rod and it has improved by 80%. Going to take it in again tomorrow and see if a tire rebalance will solve the remaining steering wheel shake issue. Thanks for your help guys.

Update. Replaced front upper control arms, lower control arms and ball joint. Got an alignment. Steering wheel shake still there. All tire and wheels road force balanced. Could it be the steering wheel like the bulletin say?
Haha didn't even notice address in there. It an old one. Indy looked at lower and says it looks good and that why he only replaced upper. Just wondering if anybody heard of replacing a steering wheel fixing the problem.
