2008 LR2 wiper issues

I've owned a 2008 LR2 for about 3 months. During that time the intermittent wipers never worked, wiped once and never wiped again. Recently the wipers when activated by pressing the lever down would wipe once front and back and the right turn signal would flash 4 times. When the lever was moved to the intermittent position nothing happened. When the lever was moved to the medium position the right turn signal came on but no wiper action. The same thing happened in the high position. I took the LR2 through an automatic car wash and the wiper action returned to only the intermittent wiper not working. The dealership wants to replace a steering wheel module. Is this apt to help?
