fuel pump relay 98 disco

I'm desperate...and new to the disco world. I have a 98 disco and i suspect my fuel pump relay is bad but i'm not sure which relay goes to the pump. I opened up the passenger side kick panel and there are four obvious relays and several off to the back and hanging under the glove compartment area. I'm assuming the fuel pump relay is one of the four (4) that are mounted in a row (the obvious ones) but i'm not sure which one. One of them is green three of them are yellow. I'm almost sure my problem lies with this relay as i'm getting no power to my inertia switch whatsoever. I am getting 5.04v at the fuel pump but not the initial 12v(+) it takes to get things going. Fuses are good and theres power to the fuses, am i right in suspecting the relay as the culprit or is there something i'm overlooking?
