Flat Tow
I flat tow a 2000 Land Rover DII behind my Motorhome.
When I tow the Rover, I have the Transfer Case in Neutral and the Gear Selector Lever in Park. The Key does indeed need to be in the first position.
I have had NO problems towing with this configuration.
On a related note, if you haven't gotten one yet, Get yourself a GOOD supplemental Braking system.
I have a Unified Tow Brake system (model UTB1000) installed due to almost ALL states requiring a supplemental braking system be installed in the TOAD.

I like this because it does not have to be setup and removed every time you stop and want to drive. All you need to disconnect is the lighting connector and the power connector going to the UTB setup in the Rover.
The other reasons I believe this is the best and safest is that it does not totally rely on your Rovers' battery to power the UTB, instead, it draws power from the RV which also charges the battery. And the best part IMHO is the vacuum pump that gets installed in the Toad. This gets installed inline with the vacuum hose that connects to the master cylinder. Easy job. Easy Install. Minimum drilling.
THe control unit for the whole setup installs easily up front in the RV as well.
For a tow bar I have a Ready Brute as it's one of the few tow bars that can pull the weight of a Land Rover. (
http://www.readybrake.com/tow-bars.html ) Mine is the tow bar only version. The elite has a braking system as well but it only uses the weight of the towed vehicle and has no supplemental assist from the braking system such as you would have if the engine were running.
The tow bracket for your Rover is going to be the same as mine if you get it from Roadmaster. 1910-1 XL. (
