Front license plate install?

Hey all.

lame question here, but I'm stuck. Just got an 00 Range Rover and we require front plates here in MA.

I have the bracket, but am I just supposed to drill into the bumper to install the front license plate? The bracket seems fairly useless...

any help would be appreciated!

LR3 Front License Plate Bracket

I live in VA and, yes, we have to have a plate on the front but am scared to just drill into the bumper cover. Please help...is it that simple? I have the OEM bracket and screws. HELP!!

'08 LR3 Front License Plate Bracket

I need to install mine - it's the OEM bracket but am scared to just plunk 4 holes in the bumper cover. HELP!!

Bumper is basically plastic... just make sure it is level and drill, or do like I did on my Jaguar... I haven't put a front plate on it, and may just keep it in the trunk.

If I get pulled over I will say, if this was your car would you screw up the front end?
