What is "the velcro thing?"
My old bars didn't whistle, but after I replaced them (hit a low hanging motel cement roof) it now whistled. I found that the rubber insert at the top of the bar had some gaps in it. Slide it around and reduce/remove the gaps and you should be okay. If there is no way to avoid a gap, a little electrical tape wrapped around the bar won't be seen from down below.
