Is there and if so, where is the connection point for an OBD II reader on a 1996 discovery 4.0 liter?

Yes the 96 is OBDII, the connector should be just above the gas pedal under the dash.

Thank you, I've looked several times and ,I guess if it had had teeth it would have bit me but i did find it.
