P0125 on the ODBII reader...

ODB2 error code: P0125

Does anyone have information about the P0125 error? I am wondering if there is a service bulletin about it or if anyone knows where I can buy the chip that people are saying I should replace in the ECU.

I found a TSB on it but can't find out what the TSB says to do. The TSB is TEC190896, does anyone know how I can get the information that this TSB contains?
