Slow turning engine

I have been having an on and off problem. Sometimes my rover has a very slow turning of engine. Sounds like failing battery but I have checked both the battery and the ignition. Any ideas?

Could possibly be the starter? Any other ideas?

First check all your nattery and starter connections, make sure they are clean and tight. If still a problem have someone due a load test and starter draw test, this will show the problem for sure.
