Ok, an update.
According to the LR rep. (she did call back), the seatbelt recall is acutally for the RR.
The good news is both the LR rep. and my local sales rep. say my car's VIN is not in the recall. I should be driving it soon!

It seems basically any vehicle that's been built in the last 2-3 months is not impacted... these are the ones arriving now, like your vehicle.
