Oil filter cap
The bypass valve can be snapped back into place. Align the tabs properly. Then use a socket and an extension to push back in place.- Rover Range

Engine goes into reduced power mode
Those are the cam profile solenoids. The "tube " is the retaining bolt. Shop manual description: The CPS solenoids control the supply of engine oil pressure to the locking pins in the switchable tappets, to switch the tappets between the two cam profiles. Plug the old one back in? Also, check to see if any wires got pushed out on the electric connector.- Rover Range

Evaporative Emissions Canister
The wheel doesn't have to come off. You basically rotate the cannister around ( the passenger side) to where you can access the screws.- Rover Range

The cannister can be rotated to access the retaining bolts on the leak detection pump. To remove the cannister, the body will have to be lifted up off the frame a couple inches.- Rover Range

Fluids change after 9 years?
Correct. Disconnecting the battery cable for 15min, will reset the adaption. Reflashing the trans module is where you can run into issues.- Rover Range

There is a fuse, FP 12 in the fuse box behind the glove box. If the fuse is good, the mirror will need to be replaced.- Rover Range
