I reached the same conclusion as you and coincidentally also did the job about a week ago. It's the smaller plug that is the drain. You'll notice it's also lower in the pan than the big one. The big one has that lip higher in the pan so less fluid will be able to drain if you use it.

Thanks! Yes that's the Summit for the 14+. The 14+ xenons definitely filled in the gap I had vs the old spec, which makes sense given the bar's design. So that was a happy bonus.
