    Nope , good guess though...it's a part on the steering column that allows for electrical communication between the steering wheel electronics and the other parts of the car...also called a rotary coupler..

    I'd suggest that you should try cleaning the key hole out with compressed air and a dental tool-that you can get in most hobby shops.

    Have them check the mount and the location....mine did the same after it was replaced. It was making contact with the frame.

    Start with replacing the bulbs...I know it sounds obvious but...that's where I'd start. Then the relay. Then the main switch.

    Wd40 is not a good lubricant- as others have mentioned, the dry graphite sprays work pretty well and don't make a total mess.
