Fuel Gauge Stuck on Empty

2006 LR3 Fuel Sending Units
Here's the GAP IIDTool screenshots of fuel sender with key on/engine off, in case they are useful. Sender 1 shows 2.89V and fluctuates like I'd expect a functioning mechanical sensor to fluctuate (with for example some small amount of slosh in the tank). Sender 2 shows 4.89V (oops not 4.97V)... -
