This is my first Rover, all the Rovers I looked at had some sort of issue with electrical problems, especially sunroofs and windows being inop. seems like a common theme. Is that the case? neither sunroof will open nor will the rear door windows work. Cruise control is inop as well but that could be vaccum.

I presume you are looking at the D1, the window ECU has a crack in the solder joint and just needs a quick fix... sunroofs may have the fuse pulls so they dont get opened as they tend to rattle and leak after a few years.
Cruise can be vacuum issues or ECU.
