Got it. So this is not a mechanical key/tumbler issue.
My guess is, there is a microswitch attached to the lock tumbler which is supposed to send a lock/unlock signal to the electrical system... and the switch is not sending the "unlock" signal when the key is rotated. If so, the fix may be to...

Make sure builders are not "reinforcing the block” by filling the cooling jacket with solid material, which is common for drag racing applications, but a bad idea for the street. If they won't explain what they are doing, run away.
I think this was asked before, but needs to be asked again... do the dealerships now have UPDATED part numbers with improved design, so the recall work only has to be performed once? Last year the answer was "no, same old defective parts".

Depends on what components were different between SC and non-SC versions of the engine. If the SC version has all the same bottom end, it might be doable. If a bunch of parts or castings were upgraded, then it would probably be a bad idea to add the supercharger to the non-SC engine...
