Sounds like you've tested properly. But why not just energize the vacuum pump to the vehicle? You've got to know if it is worlking properly and has enough suction. Was the tee broken whilst trying the new ecu? IIRC you already tested all the hoses properly and the pump as well. Didn't you ? -

Replacing my Engine
I'd think about replacing the intake manifold gasket as well. Most of them leak out the back side. Went to a British car show this summer a fellow with a spitfire had dumped a rover v8 in it. Claims they make a really good carbon fiber gasket that is much improved. -

Plenty of ideas. Best to go thru the whole troubleshooting guide. However gut feeling is suggestion is either a vacuum leak or worse yet the used ecu is not working properly. You didn't pay the $68 dollars mine cost not that that is any counselation. Might be the relay in the ecu or just... -

What connectors from what sockets? Some of them have a catch that a jewelers screw driver type tool is required on both sides of the connector and others are just darn snug. -

According to roverland parts the 99 d1 ecu is the same as a 95 d1 therfore all testing should be same thing -

If the bellows are slow seems to me it indicate a leak or bad pump suction as mine is very quick and pulls all the way back in say about 5 seconds or less. How are you testing this are you just putting voltage on the pump? And don't forget about the speed sensor. In my vehicle you have to...
