They are fairly solidly assembled panels, and hard to get into. If you were to remove the plastic inner wheel liner, you might get a vacuum in there and suck it out.

I had both bulbs blow out fairly early on, actually got pulled over for it. Any excuse don't you know. Anyway I replaced both bulbs with OEM bulbs and haven't blown one since, knock on wood.
I keep OEM spare bulbs of all sorts on hand in case I need them.
Perhaps a low mileage used one from roverland would be an option.

I have heard of pumps going out occasionally. Have you checked the fluid level. There is a pressure test procedure in the service manual, your dealer or local independent should be able to test it for sure.
