Brake Lights

I'll try and articulate this the best I can so you guys will have an idea on what I am talking about. I had the rare moment of driving my work car behind the LR with my wife driving it. It was evening so the rear tailights were on. But when she stepped on the brakes, I noticed that only the top brake light (top of the cargo door) and the two upper brake lights (on either side of the cargo door) came on while nothing came on with the lower brake lights. Is this normal? Or I gotta replace something? Thanks..

The bottom two are bright when the rear fogs are on (pull the light knob out). I found this handy when a brake light went out on a trip, I just swapped it with a rear fog bulb. I need to get some LED bulbs....
