It depends...how high is a high idle, and is it really cold there? Also "sluggish" is a open ended term. You would have to give a comparison, but compared to most V8 powered vehicles a 95 Disco will not be quick....0-25 or so they are pretty slow then they pick up a bit more quickly.... but the engine shouldn't bog down either....

That could be many different things, 90% are expensive...at best it might be a throttle positioning sensor which could explain your high idle, but it could be major engine failure....if you are flooring it and it isn't going anywhere then it is more likely your transmission is crapping out. The price seems reasonable I guess, but you haven't mentioned mileage... buying a used Disco with over 120K miles and no service record is a gamble at best. My advice is to take it to a knowledgeable shop (not necessarily a rover dealer) and pay for an inspection and a carfax. If it ends up being a mess you will thank yourself later....

Also it could be clogged catallitic convertors clogging up your exhaust, nothing bogs down a vehicle like clogged exhaust.
Also could be Throttle positioning sensors, O2 sensors, etc.... but most of these things as well as a blown head gasket should show a service light...unless someone disabled it..?? Hope this helps

IAC a/k/a stepper motor. MAF. Bad plugs or wires. Bad gas or gas in the water line

Service engine light is on, or Check engine light is on?

If it's SES light, it's nothing. CEL is throwing a code.

My rover only feels sluggish now because theres something wrong with the exaust, but other wise its a pretty preppy truck after 30mph..
