Minor engine surging or pulsing

Hi all, I have been a lurker here for a while getting answers to the usual array of Land Rover problems. But I'm having a problem that I can't find in the threads. I have a 96' D1 that has a minor surging problem. Mostly this shows up at about 2000 RPM slightly loaded, like going up a short grade, this will cause the engine to surge or pulse between 2000-2100 on the tach while holding a steady speed. It almost feels like the torque convertor is locking and unlocking. No check engine or service light.

How many miles on the truck, when was it last tuned along with wires, what octane gas are you using and when did you last replace the fuel filter?

Have 201K miles, last tune was about 7-8K miles. But have replaced the plug wires and the precatalytic O2 sensors in hopes of working this out. The gas I use is mostly Chevron 90 octane, thats the best available here. I'm not sure on the fuel filter, maybe 2 years? I have also run some injector cleaner through it.

If you have no fault codes then start with replacing the fuel filter and then run a can of B&G's 44K thru the gas tank.

Thanks, I'll start with the filter as there are no fault codes right now.
