Safari lights problem

Hi ,I bought some great looking Safari fog lights ,but have a boring problem they keep moving up and down and do vibrate a lot >>>> any suggestion on how much torque I can use on the bolts ( that holds them ??) With no danger to brake them. I do have the two small stabilizers but do not find, or have any idea were this goes …or maybe I have to drill holes in front grill (but seams a bad idea ) any suggestions .thanks all for your time
