The way I check mine is to follow the instructions in the manual which is to wait 10 minutes. The gauge will read overfull if you have too much. Lots of people do it different ways, but I want my sump full at all times since I off-road a lot.

That is my year. I would be asking the shop that did your chain questions and check the warranty because that shouldn't happen. Maybe they overtorqued the mounting bolt and that weakened the camshaft where the bolt goes through the cam-to-actuator mounting point. Thats what the evidence shows...
Sorry for your loss. When I was shopping around for my chain work I found companies wanting to replace the cam actuators, others don't do it. I had mine replaced and it was another $1k.
Conceptually if the actuators locked up and failed at the same time then that would explain the broken...
