Welcome aboard Ryan, I have a LR3 at home with 17" rims, and some friends with bigger wheels. I understand 19" are very difficult to find specific rubbers, but in my opinion, I may try to keep standard rimms with some tyres who complement with what you want.
About your LR4, it looks awesome!
Hi, I've tried the Velar few times, and have a Disco 1 and 3. There are a lot of difference between discos and velar. In my opinion, its all related to what you want to do with it. Velar is a very good Land Rover, but it doesn´t have all 4x4 cappacities than the Discovery.
About the interior...
The worst you can do, is do nothing. Try it, and check how you feel with it. Discos are very difficult to change (I have 2 and looking for another one for the collection)

On LR3, the problem it have, is related with the distribution chain. You have to stay checking it all the time. But the electrónic in both cars is very different. On my oppinion, is better than the V6 2.7 diesel engines.

I think, on my experience, the latest LR3 and firsts LR4 are basically the same vehicles, except for the engines and some facelifts on the interior. The last versions of the LR4, with the new gear selector, and more refined interior could be a good change. But it's all on what you want to do...
that's right. Other way to check if the LR3 have fuel (learned lesson) is when you turn it on. When You don't have fuel, the starter motor doesn't stop, and looks likes its trying to start the engine eternaly.
This weekend the LR3 fails, the engine stopped and never start again. I called the mechanic, and after a long check, we found the issue. The fuel gauges failed and stay fixed over the middle.
Why I didn't catch the fail before? Because I use the disco just 1 or 2 days a week and for short...

Maybe the connection cable is unplugged or the sensor inside the tank is not working.
Sadly, I think you will have to drive it until you don't have too much fuel and check the tank.
