UPDATE: I am still leaking coolant from somewhere... I just haven't figured out the source. It's strange because it is inconsistent and there are no signs of leaking or dripping from the engine... block valley is dry, front of engine is dry, back of engine is dry, hoses and connections are... -

At this point, it looks like the genuine JLR (FoMoCo) pipe solved the problem. I've driven it a good bit and the block valley has stayed dry, and the coolant in the expansion tank has maintained the same hot/cold levels since the bleed procedure. Looking back, the top mounting hole on the pipe... -

Opening bleeder valves, full heat front and rear, running engine at 3k rpm for a bit... Then driving it and checking tank levels often... Rinse repeat. Also checking tank and radiator hoses every morning when cold. If I keep having issues, I will prob be looking at the vacuum fill/bleed tool. -

My guess, based on how it looked when I took the pipe off, is that the o-ring got stuck on the edge of the hole when they inserted the pipe on one side (maybe they didn't lubricate it with coolant?). So it did not seat properly, and was stretched/pinched for its 30k mile life in the car, until... -

The one i just replaced only had 30k miles on it. Previous owner had it done at a shop... Not sure it was done correctly though, based on the fact that one of the seals was significantly larger than the other... strange. Goes to show, they can fail at any time though.... -
