Don't get mad at me for asking but you're not putting it into Command Shift mode while driving are you? That will definitely create engine braking that is very effective. At any rate it does sound like a transmission-related effect you're experiencing. -

The rear locking diff is the key component that comes in the HD package. Your vehicle does have 2 spd transfer case w/Low range. Your setup is just like mine (2013) in that regard. To your final question: Yes, they did. -

Really the only practical (vs stylistic) difference between the 19 and the 20 is tire selection as you have seen.
