I never found a answer. It is still not working but I tested the fan and it works find, and the resistor is not the problem. There is a relay/fuse somewhere that is not documented. Typical RR crap. I still need to trouble shoot now that winter is coming.
Appreciate any ideas. Hard to believe no one has run into this problem or knows if there is another hidden fuse to this 2012 Range Rover. I guess I will have to take to a dealer and get the typical Range Rover overpriced repair price.

Checked Blower resistor impedances and it appears to be working fine and no damage, checked voltages at resistor connector and getting 7 Volts from input - seems low so I am thinking it's a fuse relay connector. The blower fuse is fine, and there doesn't seem to be any other fuse or relay...
