I have a 2008 LR3 that has been sitting for 2 years and the parking brake is stuck on. Trying to take it off by the parking brake button just makes the motor screech and trying to manually take it off under the shifter also doesn't work. My guess is the brakes are rusted solid. Is there any other way to get it to free up? (Also the transmission is stuck in Park)

Jack it up, pull the rear wheels and smack the rotor with a hammer......gently, and somewhere off of the brake disc surface. The parking brake actuator motor is a pain in the ass to reach, but not impossible. But this problem is like in the drum mechanism- as you said, pads fused to inside of the drum.
As for the transmission....it may be under load. Again jack the car up, if you can, and try to release the loading on the wheels/transmission.
