2013 Range Rover Sport Autobiography Tailgate Not Releasing Properly

My tailgate just started stuttering on any type of release that I try and I have to manually mess with it to get it to release. When closing it also wouldn't fully latch until I removed the plastic cover but it will close and lock now. I've seen where this could possibly be an a latch actuator problem but if this is the problem, I have been unable to find the replacement part.
Any suggestions?
