Headlight Control Switch and Speedometer Questions

New to the LR3.
A little confused with the headlight Control switch.
In Off (position 1): headlights on, tail lights on, side markers are on

Side marker (position 2): headlights off, tail lights on, side markers are on

On (position 3): headlights on, tail lights on, side markers are on

So, the off and on position results in the same condition?
Shouldn't off be...off?

Speedometer: at all times when the vehicle is stopped, the speedo indicates 12mph.
Therefore, all speed indications are 12mph too high (confirmed with GPS)
Any way to dial the needle back to 0?

A quick update on the headlight control switch:
I got an IID GAP tool and found in the car config menu, the daytime running lamp settings.
There are 3 options: Off, Scandinavian rules, Canadian rules

Mine was set on Scandinavian rules which is everything on all the time.
After choosing NONE, my lights are off when the switch is set at off.

Who knew!?

Don't forget if your switch is on and you pull it out a notch that adds fog lights and pull it out another notch and that ads rear fog lights. There are indicators on the dash yellow I think for front fog and red for rear fog. I used them this week on the way to work for the first time in a while, I had forgotten about them...
