In Control app not connecting to 2021 Defender

Bought a used 2021 Defender 110X in January. We have had it to the dealer 2 times to attempt to get the InControl app to connect with the auto. They have done all the reset options, including resetting the TCU unit. When we try to connect, we get this message: "This vehicle is not yet ready for you to activate InControl services. Please contact your Land Rover Dealer." The dealer gets a message about removal - see attached pics. We have brought this to the attention of Jaguar Land Rover North America and they are not much help either! Any suggestions?

Go to the sales department and see if they have a Concierge person.
That person will set up your account and activate it.
The previous owner's info will have to be deleted.
