Need help what code platform can read p38??

hey i am looking to buy a car code reader, and a need to know if OBDII can read P38 Range Rover 1999 4,0L H USA model

Any code reader reads OBDII emissions codes. These are the generic codes that are common for all cars. However, ABS-SRS-EAS-BeBM and drivetrain codes are for the most part Land Rover specific. If you would like to access these codes, you will have to purchase repair facility level diagnostics. What is it you need to read on you P38? Remember, emission OBDII codes may not provide enough detail to determine which actual component is the cause of a fault.
