tail light troubles

Have had my 95 Discovery For 8 months. Recently brake lights went out. Bolth bulbs were bad, seems odd. replaced, they work but when the driving lights are on they are as bright as the brake lights. The bottom bulb in the tail light cluster that is listed as the fog lamp (aka driving lights???) in the service manual, doesn't seem to ever come on. Am I missing something here.

the rear fog lights... are only activated when the headlights are on, and you turn on the switch for them... I beleive it is the middle switch on the left hand side of the steering wheel. Should be three switches depending on options.
