Electrical Issue: Headlights

So I recently purchased a project vehicle: 1996 Discovery SE7.

Mechanically, it's pretty sound. Engine runs well and transmission shifts smooth. No smoke, no miss. 162k miles on the 4.0.

Picked it up for $700 as it's a bit cosmetically challenged.

The main issue I'm working on at the moment is getting the headlights working. Here is the symptoms:
1) Headlights and marker lights will not turn on when I turn the switch ON.
2) Headlights WILL turn on ONLY if if pull the lever back (even does it with key off).
3) Turn signals work fine.
4) R and L brake lights will not work. Only the overhead break light will activate.
5) Instrument cluster illumination lights will not work either

I've read that the turn signal combination switch might be the issue, but can be a bit of a challenge to remove. Found a replacement on PartsGeek for $54, but don't want to drop any money on a part if it's not the right fix. Ideas?
