The LED light bar is wired up along the driver side to the rear. I plan on drilling a hole with a grommet for wires at some point, but for how they just run out the tailgate between the door seal (which works well and doesn't leak). The rear LED lights are on a remote that we use around camp a lot, they light up the whole camp if we need.
The wind noise is minimal with the wind fairing. The flooring also helps keep it quite.
If you can mount roof lighting back or close to the roof, you can block a lot of the hood spill. I am still playing with the idea of getting an ARB bumper, in part because front lighting from a bumper is better. We only really use the rack front light on a trail or in the woods to light an area at low or no speed.
You should consider making the middle bar removable if you can.. that way it doesn't limit your uses of the rack. You could also get it without side rails at all, but it would not be as strong and I find the side rails very useful for tying down random things up top.
