No, I think it's only a dealer installed accessory (although it may very well come pre-installed as a dealer "perk" on some trims, like floor mats and the like.)

I do see a Wheel Lock Package option on my window sticker. Pretty sure it's a cheap option most people/dealers check.
The problem is that there are 20 something iterations of the lock key type and dealers can't tell what you have by your VIN, so you have to go in and they manually check fit against their master set.
