98 RR Fuel filler flap switch

The switch housed in the dash does not return to correct original position and appears dead (or unconnected) when lifted back up/ out (using duct tape) At present it falls back in .
Consequently i can not now open the fuel filler cap. Do i need to remove part of the dash to replace this switch or is there another solution?
Is there another way of opening the flap manually??
Any advice much apprec
