Neutral Safety switch (typically only on Automatics) is usually located on the transmission, although I haven't looked at mine on the rover, it is just a safety to make sure the truck doesn't start in gear. You can bypass this switch if it fails by starting the truck in neutral. If your vehicle oes not start in park, but does in neutral, then you have a bad NSS.

Is the Neutral Safety Switch a end-user replaceable item? Or something a qualified mechanic should do?

It was screwed into the side of the tranny pan on my Grand cherokee, (easy) however some I believe are inside the tranny, I will look at the rover tonight and see if I can see it, I don't know if anyone else has replaced theirs here?
