Hokie, agree with Disco Mike. The fact that the cap was loose may indicate the last owner was just in there though somewhat sloppily, and he may also have used the wrong oil. It needs to be cleaned out immediately so you can evaluate the actual pump. Fool around with it and you might be looking for a pump.
