Wheel well parts....

First time scrutinizing the right front wheel well and see there was some kind of rubber/plastic part that was attached as shown in the picture. Anyone know what it does (did), have a picture of what it should look like, and/or a part number so I can replace it? Didn't see anything like it on the drivers dide.
