When your dealing with the air bags there can be alot of things going on with different components. It could be that the bag has leaks coming from tiny cracks caused by the ware and tear on the air bag. This is something that happens over and over again. The only solution to this problem is to get a conversion kit. I didn't see what model of the Rover you have but at the link below there are conversion kits for the land rover discovery and Range Rover.
