All lights flicker - headlights, dash, etc. No change when accelerating either. With voltmeter attached to battery it reads high 13 to 14 but needle bounces. Had voltage regulator replaced, same symptoms. Read somewhere that it might be a contact/terminal issue in a fuse panel??? or some such place. Searched high and low for where i read that and cannot find it again. Any ideas? Thanks in advance.

I had the same problem w/my 98 Disco. I replaced the battery and it stopped for a couple of days, then started again. I was about to order a new alternator when my mechanic dicided to "bypass" the battery. He put the battery charger/voltage reader on the back of the alternator and it stopped. It turned out that the connection on the inside of the alternator was bad. He took it off, took the back off and tightened up the bolt on the inside. Not only did it stop the flickering, but now it runs great, gets better gas milage and the stereo sounds 10 times better!!

You may also find that a) corrosion has started to build up in the under the hood fuse panel or b) the wire going from the battery to the fust panel is just about completly corroded through.
