Ac not cold when Idle

I am noticing that while at idle, the Air condition is not blowing cold, once I start driving it gets good and cool.

I do have the GAP tool , but not exactly sure what I should be looking for. My first instinct is maybe its a little low on refrigerant, but I do see other people saying it could be overfilled, problem on low pressure side etc.

Anyone have any tips for me to help me diagnose this?

If your motor mounts are collapsed. The cooling fan will rub on the shroud and barely turn.
If that's the case, remove the brush looking part on the shroud.
