Catalyst Efficiency Below Threshold...

My wife called today to tell me the check engine light is on.. figured I'd finally break down and get the code scanner. I get the Catalyst Efficency Below Threshold (bank 2) - which from what I've read means that the driver side cat is going bad? or maybe it's just the O2 sensor? Any thoughts?
