cluster light problem

when i turn on the head lights my cluster lights go out and so do my lights for the dashboard i.e. hot cold dial a/c switch and rear lights and licenses plate light as well, i changed fuse #9 (by the way its a 97 discovery) yesterday and everthing worked fine today the fuse didnt blow but the lights wont turn on can anyone help?

Headlight switch is bad... change it... I bet with the lights on and the dash lights not working your tail lights don't work either.
