Cruise Control vacum lines 95 Classic

Traced the cruise control vacum lines to under the horns. Cut and checked all the ends, all were cracked! Can't figure out how to get to the line from beyond the area under the horns. After the first session of checking ends it worked for one trip. The switch on the steering wheel seems a bit "floppy" but to be honest I don't recall how it was when it first quit working. How do I get to the vacum line under the horns and on back?

I remember doing this but am not sure.... I think it had to do with the front drivers side light. Maybe someone else here will be more helpful.
